You either don't understand the immigration process or you just don't get the issue in a general sense. He's opening up another half dozen countries before the current backlog of people waiting has been cleared (or at least lessened). Which is why his first priority should be to staff up as to process people faster, not make the jobs of people currently there more difficult.
