Yeah its always easier to blame the user than it is to look for actual flaws in the design, but the system is supposedly designed to cater to said user. So if it doesn't work cause the vast bulk of users aren't using it the way you planned then that's a sign that your system has serious design flaws.
But nah obviously the solution is to socially engineer the users to work with the system, rather than design a system that actually worked for the users...
