What I'm saying is meant more for the final person using the gun because there is apparently a lot of incompetency going around in the chain of handling before that so it can never be trusted again. There should simply be a rule, strictly 100% followed, that if you are pointing and about to shoot a gun at a person, you shoot it somewhere else first. The end.
