It costs $$ to upgrade, not to mention all the other BS that comes with it. It looks like the current vBulletin version being used here is 3.8 from 2009, with some 4.2 (2012) thrown in for some patches. The work involved in porting the millions of pages to a new release would be a lot to take on, so I'm thinking the mantra is if it aint broke dont fix it. It's been abandoned in place.

Still, changing the color scheme wouldn't take much other than changing the hex color code from #C8F4FB to a new one, I'm guessing, but no one's at the helm.
