In England, people first admired Rowan Atkinson in the satirical review, "Not The Nine O'Clock News", which, perhaps like SNL was very tied to passing events but included lots of very funny moments.
Rowan made a shrewd marketing choice with Mr.Bean; because all the humour is visual, it has sold well internationally. In Mexico, for example, he was on tv almost every night for years.
I don't think it's just me, but I suspect that in the UK, with too many Mr.Bean progs, his reputation has diminished to a rather more Benny Hill level.
