It's a collector's mindset, I think. There's no one artist where I'd feel compelled to do that. But there are a few albums where I might - as long as there's something there to draw me in - some unreleased tracks, a remaster, notes from the artist, etc.

I knew a guy like that once, you'd mention a band he liked and he'd go "yep got all of their records." But the Beatles reissue collector is a very specific phenomenon based on what I've seen.
