You could say 'I really want you to stay, but I'm not going to force you into anything. It's your choice.'
That shows her that you want her to stay, but also shows that you are being nice to her and not forcing her. It works in both ways.
And I'm going to be brutally honest here, but if she decided to move 400 miles away from you and doesn't want a long distance thing then she was never that much of a keeper to begin with. There's plenty more fish in the sea, and if she decided against long distance/staying with her grandparents then she's not a perfect catch!
