You've obviously not heard Cold Roses. I actually think CR is his best work but Heartbreaker seems to be most critically acclaimed. And yes, he does seem to be rather inconsistent, but IMO, he is one of the most talented and important singer-songwriters of the new millennium. He did nothing to revolutionize the genre sure, but has brought alt-country back into focus/mainstream.
