The system is fine the way it is. The target group here is young kids, that's who we are attempting to "protect" from violent words, etc. Whether or not we are doing a good job is almost irrelevant, considering the kids are gonna learn these words eventually anyhow. It's 2005, I think most people probably don't care as much as they used to about specific words, but rather phrases that suggest criminal activity or that are sexually explicit. But, you said you don't live in the states right? Maybe it's a different system where you are from?
