Basically what that last bit says to me is, "if you're making people feel uneasy or unsure about the stability of our government we can classify you as a terrorist."
In a nutshell what all of the links I've posted say is
The government can, in a time of "catastrophic emergency" assume control over all public media, modes of transportation, food supplies, gas and electric supplies. It can break civilians into work brigades and divide labor how it pleases. The president can assume control over all 3 branches of government. The military can go over the courts and imprison you if they
suspect you of being a "terrorist" and a terrorist is anyone who disagrees with the government.
