I'm not sure that Japan or some parts of India count as sexually repressed. The Muslim and Sikh bits of India may be, I don't know, but Hindus aren't. I've been in quite a few Hindu temples which have murals depicting gods getting down and dirty with each other or with people. They may have even done it with animals. There was one of Krishna screwing the life out of not one, not two, but eight milkmaids simultaneously, using every appendage, limb and object at his disposal. Go Krishna. And the sheer number of Indians around (everywhere) is evidence that it is one culture that does the bad thing with great gusto.

you have to remember that the artwork in those temples are hundreds of years old. modern day indian society is completely different. in general, modern day indian men are VERY sexually repressed; the entire society is. The kama sutra is one very tiny part of an ancient culture, that has little to no influence on modern day life in india. talk to people who've traveled extensively through india, or lived there, and you'll get a real idea of what the culture is like. every single person i've talked to who has traveled in india has said the same thing; indian men are extremely sexually repressed, and for the most part have the sexual maturity of a horny 15 year old.
