This isn't going to turn into another 'Are the Pogues Punk?' argument is it?
My vote though - Suicidal Tendencies are definitely punk. Sure they can also be associated with thrash, but they were born from the early 80's southern California punk scene - they were a bridge between punk - hardcore & trash.
