It came to mean that once people started jumping on the bandwagon and with the whole Blur vs Oasis thing but when it started it was a collection of British bands that people thought would do well.
The original Select magazine article that the term Britpop was coined featured PJ Harvey (female singer-songwriter) The Auteurs (A sort of baroque pop band) Denim (Lawrence from Felt's 70s glam rock pastiche) and Suede who at that time were doing the whole Bowie/Roxy Music thing.
The original Britpop movement from say around 92-94 had some really original bands in it doing lots of different things , after that it became a more uniformed commercial sound.
