The Velvet Underground influence people like Bowie , Bolan & Roxy Music rather than the punk era. Simple answer? Neither band created the scene or named it.

the velvet underground basically influenced everybody who based their lyrics on darker aspects of life as really, thats what made them stick out from the decade of love. the reason you say they influence art rock bands is their allegiance with andy warhol yet lyrically, a lot of punk is influenced by them as with sound, in the 60s they patented the edgy, uneasy sound we hear from a lot of punk outfits today and indeed the 70s.
