I think he's talking compositional skill. Anyway, Porcupine Tree are doing something original. They are no doubt influenced by Floyd but they haven't sounded like them since before Signify. From Lightbulb Sun on they sound nothing like Floyd. Floyd never mixed in Metal riffing with psychedelia the way PT has done (Radioactive Toy is on one of their first albums actually).
