Waters and Gilmour both have indistinct voices, and it's difficult to distinguish between the two at times. (Waters' songwriting style is more self-imposing, but his voice certainly isn't). Just listen to Dogs and try to pick out each voice -- they both sing on the track.
The appeal of Pink Floyd has never been the singing (with the notable exception of The Great Gig in the Sky).
