Saying it's
not rock would be awfully pretentious. Its sound is definitely no
less rock than dozens of other obscure sub-genres that have been previously categorized under rock (see the sound of Krautrock bands like
Can,
Neu and so forth - often a lot more "post-rock" than the bands these days grouped under that heading).
"Post-genre", when used these days, does not seem to really exclude the music from fitting into that genre. Look at "post-hardcore" music. It's still essentially hardcore, the real idea being that it's merely moved on from what hardcore typically once was.
