Apparently not according to everyone I've ever met who's commented on the fact.
After being in the military, I've met A LOT of different people from different places. When asked where I'm from and they find out I'm from Louisiana, they always remark that I don't have the accent and in fact don't have one at all.
I speak extremely flat.
If that's an accent, then it's new to me.

I'm talking about American English, btw.
Although I'm no professor about it... So the above is merely deductive reasoning.
