Brian Eno and his early landmark albums like Warm Jets and Another Green World are certainly prog IMO. But he turned the genre inside out to create something new.
Roxy Music are prog in that they were anti-prog, they were musicians with progressive rock backgrounds, Ferry auditioned to be the singer for King Crimson and Fripp had a helping hand in getting Roxy Music signed to E.G. Records. Manzanera was in a band called Quiet Sun, a band from the canterbury prog scene. Keyboardist Eddie Jobson was in a prog band called Curved Air. And one of the original members of the band was the former guitarist for The Nice. So yeah, Roxy Music were very much rooted in the prog scene, they just didn't follow the rules that other prog bands did and thus they created their own interpretation of what progressive rock could be.
They may be more influencial to punk than prog, but while they were despised by prog fans back in the day, they now get their deserved credit.
