I've always found having regular showers (or at least one an hour or two before you planning on doing the dirty) helps to you know, be hygienic. Or at least keep your penis clean. And rinsing thoroughly after the lather gets rid of excess soap, as does a bit of time before expecting to do the dirty. If these are already being met well your girlfriend is just a massive prude and looking for excuses to not go down on you. Or you should see a doctor to sort out the impermeable funk.
