Well cigarettes and alcohol are some of the biggest killers in terms of drugs, yet they are legal while things like marijuana aren't. Why? Because they get a sh
itload of taxes from the tobacco and alcohol industry. Same thing with pharmaceuticals you can get from doctors. I can easily fake my way into getting a prescription for valium or even something harder which is highly addictive and dangerous if used incorrectly... but the pharmaceutical industry is big money for the government as well.
