I think you fail to understand that one song doesn't define a bands genre.
Obviously, this song isn't punk but the Bad Brains still are. I beleive they were on your top ten list, correct?
And as much as I don't like some of these bands, Blink 182's first 2 albums are punk, Green Day's early stuff is punk as well.
I'd compare that to something like Screeching Weasel.
The Hives have some garage punk stuff as well and AFI's first album is definitely a hardcore punk album.
And refering back to your top ten list if we're going to get picky about what's punk and what's not I could argue Andrew Jackson Jihad isn't punk.
