From a personal viewpoint I've not voted him in for the same reason I wouldn't vote Morrissey in if he was nominated.
My stance on Elliott Smith is purely from a Brit perspective, coloured by his overall success and profile in music he has here (generally speaking), but you're right. This isn't Rolling Stone or Pitchfork and I wouldn't complain if he made the MusicBanter Hall of Fame.
