It basically boils down to the fact that Rush Fans like Peart and Who fans like Moon. It's chalk and cheese and both bands play very different music so a comparison is hardly fair.
Peart is technically accomplished and is a fantastic drummer. Moon is instinctive and his primal approach is more in keeping with an ethos that promotes power and attitude over diligence. Both are good and fit their music perfectly.
