this is pretty much it in a nutshell. to accent the strum, hit them with a little more oomph!
with practice you'll find that you don't necessarily need to exert significantly more force for the accent strum, just a little faster and with a little more snap than the other strums in the part you're playing.
this will sound counter-intuitive but i found the easiest way to develop better accent strumming skills was to start playing softer while practicing. keep your general rhythm at a really soft and low level so that your accents are more prominent until you get the hang of balancing the dynamics of your playing.
