How do you figure this? The average non-cut penis has the head covered fully or partly by the foreskin except when it's erect. When you're not excited, the most sensitive part of the schlong is protected and when you are, it's not. Any concern about sensitivity tends to lean towards the notion that circumcision leads to desensitized schlongs. From Wikipedia's article on the subject :
