I'm not saying it's on the same level as graphic child pornography. But even if you only distribute pictures of children dressing and posing provocatively without any nudity or intercourse, it's still fapping material for pedos and would still put you behind bars for a very long time. And I think an underage girl rubbing her butt against a guy's crotch is more pornographic than that.
I know that Miley is doing this behavior on her own and no one is forcing her to do it, but they
are enabling it, she's still a child by law so any adult male who consents to her solicitation should know better.
Teenagers are still children, just children who are beginning to learn how to function in the adult world, they're only adults in training. In the case of Miley, like many child stars, her fame has either put a gap in the relationship with her parents or her parents are idiots or maybe both.
Considering that Billy Ray actually defends her behavior and says it's ok for 16 year old girls to grind on 40 year old men I'm gonna go with the idiot option.
