That doesn't make sense .. The tobacco industry is pretty big! If pro-business is all the government care about when making these laws, then they would promote that goal by working against the tobacco companies and by helping the various little pubs and restaurants a little bit with the potential customers who are otherwise scared of or repelled by cigarette smoke?

I think it's more an active stance on a public health concern.
