In a word, yes. There are times when it has been worse though.
See Maradona's hand of God incident, or Geoff Hurst's crossbar goal against West Germany in the 1966 final, among countless others.
It's all part of the rich tapestry of football and the controversy rages for years.
The ugly side of football, perversely, adds to "The Beautiful Game".

The last World Cup they qualified for was back in 1966 and unless I'm mistaken they were imprisoned on return.
They got off lightly by comparison to some of the Iraqi national team who were tortured by Saddam's son, Uday, for poor performances.
