Definitely. They really kinda expanded and capitalized on creepiness in video games to me.. I think my first seed of creepiness in video games was "Uninvited" for the Nintendo when it came out. Set the stage. Then years later when Resident Evil was doing its thing, it helped things along. (Especially the first time you meet the first zombie in the first game. It was pretty dramatic at the time.
But when I started playing the Silent Hill games, the terror was so much more psychological and subtle. They did fear better than Resident Evil, in my opinion.

Silent Hill definately did the fear factor better than Resident Evil and spooked me out seriously at the time. Resident Evil games though, have far more depth storywise and the playability was always superior.
