As far as I know you can activate a Facebook account from any time after cancellation. I've reactivated my first one a few times in order to rescue pictures. I started that account back in 2006 and used it up until 2008 when I allowed the wrong kind of app and started spamming my friends. I think the last time I reactivated that profile was last month to track down someone's e-mail address.
I deactivated my second (and last) Facebook account a little over three weeks ago, but I strongly suspect it probably got on that torrent from last week.
