Prog is about more than what scales the band uses. The 15-minute songs, the double LP albums, the concept albums, long instrumentals, the distancing from verse/chorus/verse structures, that is the essence of Prog. So Pink Floydd are indeed prog, albeit with some mainstream rock thrown in.
