How could a planet which only enters our, in space terms, relative proximity every 3600 years sustain life? The other few thousand years when it's out in the darkness of space, it probably wouldn't be very hospitable and the orbit would likely be highly unstable etc etc.
Basically, you are describing something that sounds like it acts like a comet. Comets come from far out in space, then they go faster and faster the closer they get to our sun until they are slung around it at super speed. Think of how you can spin in a yo-yo and sling it around your hand, only to shoot it out again. If a planet comes from the outer space into our system where it becomes large enough to appear as a second sun, comet-like behaviour would also apply to that planet .. Doesn't sound like a place anyone could live.
Except in pure fantasy of course.
