I agree. Another small part of the movie that I liked was the scene with Mickey Rourke telling the story about the girl on the bridge but it totally didn't fit with the rest of the movie. They could have made it a great send-up of of those kind of movies, or as you said, a balls out 80s action movie to end all 80s action movies. Instead it lacked direction and wound up feeling like
Red Heat or some other forgettable movie those guys made between making good movies.
