I guess what I was trying to say was in my opinion an underrated band/artists isn't just someone who isn't played enough, it can also be someone who made a big impact on music or influenced music and doesn't get recognized enough for it.

Agree, although I'd put it this way: The overrated/underrated issue can be summarized in that said band/artist are recognized and thereby judged for the wrong reasons.
Underrated = When a certain part of, or the whole, output and/or artistry is bypassed by the public in general and/or the general fanbase and instead gets a hard time based on overexposure of a certain other part of the output, alternatively not being recognized at all.
Overrated = When a certain part of, or the whole, output and/ord artistry is lauded by the public in general and/or the general fanbase, albeit unproportionally to the actual artistic value and/or musical significance of the output.
