forgot to mention Thunderclap Newman, formed by the guitarist from the Who, Pete Townshend. Made one of my favourite songs, "Something in the Air", and a great album, Hollywood Dreams.
I guess they were probably more 'not known' than underrated but still I reckon they deserve a mention.
