While that may be consistent on our end, we can't ensure that users won't learn our time-frame for deletion and intentionally post so that a negligible post will end up 10th, saving their really important one.
However, to combat this, we could simply pick random times generated by a randomizing time application to delete every 10th post, that way we have no control over whose post we delete, based on the fact that the list will have populated many times over in the time-frame. Doing this, we could be consistent, and avoid accidentally clicking random things with our eyes closed.
This is very doable.
I think it can be effectively implemented.
