I don't think that guy was him. The person I'm thinking of composed a song using recorded children's voices and incorporated them into one of his pieces. I think this was 60s and 70s...

^^^ Yeah that should be it. Thinking about it now, Stockhausen would make a lot more sense for influencing Throbbing Gristle than Penderecki.

^Well, JackPat, I was thinking of opening some kind of album club in this forum. Not sure how many people would be interested, but I could try. Maybe that will liven it up.
