Mainly because the sounds of Folk music tend to depend upon where the artist is from. Devendra Banhart (South America), Nick Drake (North America) and Frank Turner (Europe), all have sounds that tend to stem not only from Folk, but also from their cultural surroundings.

Frank Turner doesn't sound European, hes more influenced by Neil Young and Bob Dylan than Vashti or Drake. I'd say a good example of European folk would be either Vashti, Drake or Patrick Wolf on occasions. A good example of american folk would be something like Pete Seeger, Phil Ochs, Woody Guthrie or Bob Dylan's early stuff.
