I'm not saying there's not a reason for keeping him in the cage - if that's for the safety of other inmates, so be it. But why is he "never to be released"? Do they worry he'll go after inmates who have, on the outside? And given that he is totally alone why is he being refused the budgie? He has demonstrated no cruelty towards animals, so far as I can see, and surely, where other prisoners probably have TV and books and proper furniture, he should be made even the tiniest bit comfortable, considering the crime that landed him where he is was against someone who was a scumbag already?

And no, before you go off on one, I'm NOT excusing it, but I am pointing out that he didn't just start murdering people for no reason, as surely many of the others in there did.
You don't seem to get its not about how bad of a guy he is opposed to other people in there, it's strictly a matter of safety. Anyone who keeps killing other inmates is gonna be on lockdown regardless of their reasons. And the fact that he only killed one person outside prison is also not a good defense for letting him out lol... Since he's been in prison he hasn't stopped killing people which is usually a sign that he's probably not going to be safe to let out..
