i really really doubt that any gay guys are gonna join the military to "meet" other guys, if they're joining the military it'll be for the same reasons a straight person would join.

Yes, the fraternization policy still exsists for military members, homosexual or otherwise. However, now no one can be turned away or kicked out for homosexual behavior or acts. Also, consensual sodomy is now not a punishable offense. Gay marraige and/or unions are still not recognized by the military. I.E. they can't get dependent benefits and such.

Oh, and did I mention you can't tell gay jokes? That really blows, that's like half my material.
