Well, first they have to know where and when the crime is being commited. And if they are there, they have to know it's being commited. So... yeah. You can't prevent something after its happened.

Why not just make the gun control laws a lot more stringent? I assume you mean that you think that the US police should just go without guns like they do in the UK. It might work there in tandem with more stringent gun laws (and no I am not saying "take all guns away". I am saying making it harder to get them in the first place. In my country, it is quite difficult to get a gun. In the US, quite easy.). As the US is different culture, what works in one area of the world might not work there.

Regarding the police, why not just increase the training time from a few months to a few years. Really sift through your candidates.

I admit, I am reading US news services and am surprised that more people of different colours are not taking part in these huge protests that they are having in the US atm. Ok, sure there are picture of the token white guy/girl standing next to a black person to show their support but in the larger protests, it really does not seem like that many are participating. I could be completly wrong though as I am not in the US so I cannot see these protests except through pictures/films.

I honestly don't know where these protests are happening unless I see them on the news. If they've happened where I live (Virginia, pretty much in the direct middle of the East Coast) then they weren't big enough to make any kind of splash. Our country is the size of a small continent that is bigger than China, and our people are spread out so far that a protest in New York, or Chicago, or wherever, is almost the same as news reports about the muslim riots in France years ago. The distance from one end of the country to the other is literally just over two thousand miles.

I understand that. But they are happening in cities, not in the middle of Wyoming. Why are they not more multiracial? And you do have mass transportation in the US (although perhaps online protests are more diverse). I also realize that I am not going to just say "all lives matter" in this case. Black people are not treated in the same way as whites. It happens all over the world. But living in this century, we should be supporting each other.
