Here we generally pay it four times a year. The size of the bill depends on the price of water that year (determined by how much it costs to deliver) and the size of our house (estimates how much we use). In California we pay $5000 a gallon.

I personally do not pay for water or electric (only cable/internet) as I live in Army housing. But for the most part, yes, people pay for their water. It's possible too if you have your own well not to, but those are becoming fewer and far-er in between then they used to be.
