Much of it is May's fault because she set the red lines on freedom of movement which involves being in the single market. So a no single market deal (her Withdrawal Agreement) collided with the Good Friday agreement which will not allow a hard border between Southern Ireland and Northern Ireland. Hence the need for the back-stop to keep the border open.
However, the UK can't unilaterally withdraw from the back-stop meaning a loss of sovereignty. May put Parliament in this bind. Very poor planning and trying to keep the Brexit loons on the right wing of her party happy (no single market deal) has led to this
