The artist is Billy Childish, he's great.
He's also in The Buff Medways. Good Punk/Garage Rock band if you don't know them, well worth a listen.

Yah, Billy Childish is an amateurist.
Doesn't have one set thing.
He writes poetry, paints, photography, film maker and he makes music.
I've always been extremely fond of his paintings.
