The animation style is very familiar as the style frequently seen in 30's Disney/WB and similar animation shorts. If it's from one that I've seen, it would have to be from one of those I've only seen once. I love old animated shorts like that though. My guess it's a christmas themed short cartoon from the 30's.

It was definitely a Christmas themed one, I think I had it on a VHS compilation of Christmas shorts as a kid. I've never been able to find it again. In this one iirc a handyman at an orphanage dressed up as Santa and made a bunch of toys for the sad little orphans. I loved it!
