It's this widget that ranks you based on some kind of algorithm. Based on what I've read, a realistic but high number of plays per day and evenness of play count distribution (particularly in your Top 50) factor pretty heavily into having a higher level, in addition to what I'm assuming are usual things like how many plays and artists you've scrobbled. Based on their system, I'm a Level 40, and the highest level that anyone's achieved is 96, with 25 being the average.
