Default Legal Ramifications of using Popular Artists' Songs

Hi, I am totally new to the international music scene in general although I have been a music lover for many years now since young.

May I ask what are the legal ramifications of using Popular Artists' Songs?

There are 2 examples here.

1) If I do a cover of John Legend's "All of Me" on youtube, what are the legal ramifications? Do I have to pay royalties to John Legend?

2) If I rewrite the lyrics of John Legend's "All of Me" on youtube and then sing the new version of John Legend's "All of Me" on youtube with the new lyrics but with the same tunes, what are the legal ramifications? Do I have to pay royalties to John Legend?

Please teach me about the ins and outs of the music industry legal copyright issues and such. Thanks!
