Don't cut. But wash it. Maybe comb it. And a trim, to keep the ends strong. But not a full on chop.

Get it styled by a hairdresser. You ever have some serious split ends, or generally unhealthily dead hair going on for it to boff out and frizz like that. On the other hand you could let it get greasy, which in itself keeps the hair flat.
