With that dress ware your hair up in a mess, but leave random crules fall.. it would look evening type of sexy.
You should ware black eye liner, and light brown or light pinkish eye shadow, and a light lips gloss.

Here is my dress.

I have NO idea how to do my hair or make-up, so can you lovely, gorgeous people please help me?

Thanks!
OH OH OH! I love your fashion sense haha... I am thinking... deep purpilish lips (can be done my way like... putting brown eyeliner on the line of your lips, then filling it in darkly, then going over it smoothly with a wine-coloured red lipstick...maybe topped off with some vaseline depending on the moisture of the lipstick used.)...Then brownish eyeliner, a bit smudged and blended on the bottom. Not so thick cranberry on the top, with classic brown eyeshadow on the lid, a light pink right above, a lighterrr brown above that, and highlight the under-brow with eiter pinkish or a white...then blend all of it . Then I'm thinking classic rouge (just a bit) and a good foundation

Then for zee hair... leave it down, I love your hair down! But put some big curls on each side, loose, and wave the rest of it

She's 12, she considers smearing birthday cake on her face, application of makeup.

All on my own. It sounds insane on paper, I know, but it looks good in person. Let's save the 5 page argument this'll turn into and I'll just say you won.
